Every instrument a staff member or student takes is a seat the district orders. Order a track at a time, a campus at a time, or a semester at a time — nothing is bundled into the license.

A district pays two things. First, $999 per building per year for portal access — unlimited staff accounts in that building, all dashboards, all rollups. Second, the assessments themselves: every instrument a participant takes is a seat the district orders and pays for. The license never includes assessment seats, so a building can license the portal in August and order seats track by track through the year.
